Q:How do I apply for a marriage license?
A: Couples contemplating marriage are advised that they must apply for a license prior to the ceremony. Application is made in the town where the bride lives - contact the Registrar of Vital Statistics, Penny Newell at 973-543-4555. If the bride is from out-of-state, application is made in the town where the groom lives. If both are from out-of-state, apply in the municipality where you are getting married. The bridge, groom and one witness (18 years of age or older, related or not related) must appear in person to complete the application; it cannot be done through the mail or faxed. From the time the application is filed, the couple must wait 72 hours before they can come back to pick up the license. If the bride and groom apply separately, they would each have to be accompanied by the same witness; the 72 hour waiting period would begin with the first applicant. If there are any prior marriages, the applicant must show the Clerk his/her divorce papers. The fee, payable either when applying or when picking up the license, is $28.00, cash or check. Once the license has been given to the couple, it must be used within 30 days. The day of the wedding, the couple will be given a pink carbon copy of the license. If certified copies (equal to originals) are needed, they can be obtained, for a fee, from the Registrar of the municipality where the wedding took place. A: Any door to door solicitors who are selling a product or service, even if they do not have that product with them and/or are not asking for payment at that time, must register with the Clerk. The applicant will be asked to submit an application (file included) along with two passport sized photographs and a $50 fee, cash or check. He/she is then required to make an appointment with the Police Department to be fingerprinted for a background check; there is a $15 fee for the background check. It takes approximately two weeks for the check to be completed. When the Clerk has received approval from the Police Department, the applicant can pick up a solicitor's badge ($10 deposit required) during business hours. All charitable solicitors must present their credentials to the Clerk and register the names and addresses of their canvassers with the Police Department. A: Raffles can only be conducted by an organization that has registered with New Jersey's Legalized Games of Chance Control Commission (LGCCC). Each registration is valid for two years. During that two year period, any registered group wanting to hold a raffle (Tricky Tray, 50/50, drawing for prizes, wheels, rub-off tickets, "calendar") must get approval from the municipality and LGCCC. Applications can be obtained at the Clerk's office. After municipal approval is granted, at a Town Council meeting, the application and fee are forwarded to LGCCC for their approval. This will take at least two weeks. Apply for raffle licenses well in advance of the date of the raffle. Q: How do I go about getting my organization's banner hung a crossed Main Street?
A: Organizations that benefit the Community are eligible to hang banners across Route 24 to advertise their programs. There is a one week maximum "hang time" and all requests must be approved by the Town Council and the County Board of Freeholders. Applications (file included) should be filed at least one month before the requested time period. Q: How do I reserve a building for use by my organization?
A: Certain buildings are available for use by organizations that benefit the community. They cannot be used for private or for-profit events. Call the Borough Clerk (543-7152) for information on scheduling and availability.
Garabrant Center - The Garabrant Center can hold up to approximately 100 people and is equipped with a kitchen.
Phoenix House - The Phoenix House is usually used for a group social function since its' space is limited and the layout is not favorable for meeting situations.
Carriage House - The Carriage House, located in Borough Park, has just been opened to small groups. It's space is very limited, but ideal for informal coaches' meetings. Q: How do I reserve a ball field of other recreational facility for my organization?
A: The community's parks are public property, open for use by anyone. Community groups requesting fields for a specific date should contact the Recreation Department (543-2610). For community groups requesting a particular area of a park for a specific social event, contact the Town Clerk (543-7152). Q: How can I dispose of Household Hazardous Waste such as oil based paint or pesticides?
A: By calling Morris County Municipal Utilities Authority at 973-829-8006 to make an appointment or for more information.Q: When is recycling pickup ?
A: Township : Recycling pickup occurs every other Monday.
Borough : Recycling pickup occurs every other Thursday.Q: Do I need a permit to install a fence around my property ?

A: Yes , the Public Works Department picks up brush and small branches curbside in May and October. For specific dates you can call them at 973-543-4509.Q: Do I have to license my dog or cat ?
A: Yes, each dog or cat you own has to be licensed. A dog has to be six months of age and you need to show proof of rabies shots. Contact Penny Newell at Town

- Certificate of Continued Use for septic systems. System must be tested by a licensed professional engineer or a Registered Environmental Health Specialist, first grade. Filing fee: $35.00

Q: I am a new resident in town, who do I use for garbage pickup ?
A: The Township employs Waste Management of New Jersey. Residents pay only for the amount of garbage they produce. The Township pays a service fee through your
taxes that covers the overhead of the garbage route. You pay a sticker fee to cover the cost of disposal at the Morris County Transfer Station. For additional information or further clarification, please call Town Hall at 973-543-4555 , or contact the haulers directly at 908-879-3003. Residents not wishing to use the Township garbage collection program may opt to hire their own contractor directly.
